BIOMETRIC INFORMATION STORAGE AND RETRIEVAL SYSTEM FOR LAW ENFORCEMENT AGENCIES

DESCRIPTION


Mobile identification is a system capable of promptly identifying people through a mobile telephone for law enforcement authorities.

The system is intended for the improvement of methods of law enforcement authorities, concerning operational efficiency in the identification and detention of criminals and missing persons on the basis of witness detection assignments.

The system makes it possible to identify a person on the basis of personal details and a face image by way of remote access to the central server of the Criminal Information Centre with the help of a mobile telephone or a portable pocket computer - PPC.

APPLICATION

The mobile identification system enables foot patrol officers to determine at short notice whether a detained person is on the wanted list. The biometric system is offered in two variants:

    a)  a system of identification of a person by way of remote access to the central server of the law enforcement authorities. For identification purposes, officers of the internal affairs authorities take a photograph of persons who are of interest to them using a photographic camera on a mobile telephone. Afterwards, electronic photographic images and personal details are sent to the central server through normal communication channels. At the central server, automated identification of persons is carried out by the centralised databases. The central server returns a result of identification to the mobile telephone in the form of a number of photographic images which most resemble those sent for search along with corresponding personal data.
    b)  a system of identification of a person by searching a database stored on a telephone which can be extended to 10 thousand images depending on the embedded memory capacity. To this effect, it would be necessary merely to start the respective software application in the telephone and take a photograph of a person. A search in the telephone is carried out by both personal details (surname, name, etc.) and a face image obtained with the help of the photographic camera in the mobile telephone. As a result, the program suggests a list of persons who are resemble the photographic images searched for along with the corresponding personal data.

Principal of operation


SYSTEM REQUIREMENTS

A hardware-software unit of the mobile remote workstation comprises a satellite telephone set with characteristics not lower than:
    -  processor RISC 150 MHz;
    -  OS Symbian v7;
    -  photographic camera with a flash gun capable of creating a colour digital image of a size of not less than        640X480 pixels;
    -  internal memory 3 Mb;
    -  external carrier 700 Kb;
    -  communication channel under GPRS protocol.
