AUTOMATED INFORMATION RETRIEVAL SYSTEM FOR CONSULAR SECTIONS
DESCRIPTION
The Consul system implements a set of safety measures related to the identification of criminals and terrorists and the prevention of use of forged documents at the moment of visa procurement in consular sections. The Consul system operates by obtaining the facial image of a person that has applied for a visa and making a comparison with his (her) identification in the database of wanted persons, thus preventing entrance to the country of those persons that pose a threat to security.
APPLICABILITY
Using this system, when citizens apply to the consular services to get permission to enter a particular country and present identification documents, an employee of the embassy should first perform the following procedures stipulated by the Consul system:
1. Scan the passport or identification card or capture a facial image using a video/photographic camera;
2. Send the image and details to the central server for identification through a database of wanted persons that are prohibited from entering the country;
3. Fill in the necessary documents required in accordance with the border screening procedure;
4. Receive the identification process results;
5. Take appropriate measures based on the identification process results:
to continue the procedure of visa issue;
to inform the security services and internal affairs bodies about the presence of a suspect.
Integration of the Consul System with the CheckPoint System and Migrant System and the formation of a database of traveling citizens will facilitate further control of their movements.
