BIOMETRIC FACIAL RECOGNITION SYSTEM FOR BORDER CONTROL
DESCRIPTION
CHECKPOINT is an automated information storage and retrieval system for the operational identification of persons that are of interest to law enforcement bodies at the moment when they pass through border check points and for the detection of persons using forged passports or visas.
The CHECKPOINT system is also intended for the automated registration of documents and individuals that have passed the border check point for the further use of this information by other systems for registration and control of migration flows.
APPLICABILITY
The CHECKPOINT system is intended for identification, based on the facial image, of all citizens that go through passport control at border check points and the prevention of wanted persons from entering the country as well as the prevention of cross border movement of those citizens that are prohibited due to different reasons.
During the process of screening travelers at border crossings the Frontier Service shall:
1. Scan the passport or identification card or capture a facial image using a video/photographic camera;
2. Send the image and details to the central server for identification through a database of wanted persons that are prohibited from entering the country;
3. Fill in the necessary documents required in accordance with the border screening procedure;
4. Receive the identification process results;
5. Take appropriate measures based on the identification process results:
- to continue the procedure of passport control;
- to inform the security services and internal affairs bodies about the presence of a suspect.
Integration of the CHECKPOINT system with the CONSUL and MIGRANT systems and the formation of a specialised database of traveling citizens will make it possible to exercise further control of their movements and visa expiry. Identification on the basis of the image obtained from the photographic or video camera as well as on the basis of the photo from a passport or identification card by means of verification through the databases of law enforcement agencies.

Control of passport, visa and accompanying document authenticity including integrity of other document security features other;
Reduction in the reliance on subjectivity as the main job is performed by the system, which does not get tired and makes no mistakes;
Decrease in load on the check point personnel;
Generation of different statistical reports which are of interest to the law enforcement agencies.
